4 Lifeboat theory
4.1 In an ocean going passenger ship, life
boats are provided for unforeseen disasters. However, the number
of boats is limited and the capacity is not enough for all the
passengers and crew. In case of a disaster a deliberate decision
is made as to who will be saved and who will not. This theory
has already has come into play. The Western world has started
refusing to educate students from certain Third World countries
in certain subjects/technologies. Sale of selected goods and
transfer of technology are also being denied. There is an
ongoing debate in the EEC with reference to agriculture. This
may adversely affect the food situation in the Third World.
4.2 For the Third World countries, especially
Pakistan, it has become important to develop its own
technologies and not depend upon others. This applies to cotton
also.
